The Headley Report will be published next March giving the annual review of the village, and forming part of the Council Annual Parish meeting minutes. Each year a new photograph is used for the front cover, and we would like to open the opportunity to photographers in the village, capturing their view of life in and around Headley.

The Parish Council

The Parish Council plays a vital part in representing the interests of the community to improve and maintain the quality of life and the local environment. We can influence other decision makers and in many cases, deliver services to meet local needs. Information on the Parish of Headley, the Parish Council and local activities are all available on the Headley website www.headley-village.com. We also have 4 notice boards keeping you advised of parish matters and meeting agendas and these are located outside Whittles Store in Eddeys Lane, between the newsagent and the Holly Bush Pub in Headley Centre, on Standford Green, Standford and at the Parish Office.

Local Matters

Fly-tipping of garden waste - Arford Common - Garden waste (hedge cuttings, grass cuttings, summer bedding plants etc) has been deposited on Arford Common over the autumn months at two locations both in close proximity to houses. Arford Common is owned by the Parish Council and is for the enjoyment of all residents in the Parish. it is very frustrating, especially for the volunteers who help manage the woodland for the benefit of everyone.

Hedges - At this time of year, hedges tend to have put on a great deal of summer growth and where they overhang a footpath or road, it is the responsibility of the householder to cut them back to maintain a suitable passageway for pedestrians and vehicles. It is often tempting, due to the cost of such work on an ongoing basis, to take out a hedge completely and replace it with panelled fencing. However, do check with the Planning Department at EHDC as to whether this requires planning permission, both to the road. in terms of removal of the hedge and also in terms of the type and size of the proposed fence and its proximity to the road.

County Councillor Ferris Cowper

Dear villagers, now that I have been elected as your County Councillor I thought I would use the Parish Council newsletter to introduce myself. I live in Grayshott and have done so for 34 years and have been the District Councillor there since 1999. I'm married and have two grown up daughters. I like to have a full life and I take part in various types of motor racing, I play drums in a good quality rock and roll band and I run a medium sized food manufacturing company. Not too long ago Iwas Leader of East Hampshire District Council.
As your County Councillor I want to be as accessible as I can and to do whatever I can to help you get the best out of Hampshire County Council. Planning Tips

Planning Aid - Provides free and independent professional planning advice to communities, neighbourhood groups and individuals who cannot afford to pay professional fees. You can call the Planning Aid Advice Line for free and independent advice on planning issues. The service can provide some advice to all callers but if you are eligible, you may be given extra help by Planning Aid England's team of professional planning volunteers. The service has a dedicated team of community planners to help communities understand the planning system and influence what happens in your area and helps groups and individuals.

New Powers for Parish Councils

The role of Parish Councils is going to see some significant changes over the next few years thanks to aspects of the Localism Bill and the more recent White Paper on Open Public Services. The latter calls for more powers over public service delivery to be in the hands of local communities, Parish and Town Councils. With government cuts across the public sector, Parish Councils will have an opportunity to step up to the challenge and shape their own future.

The reality of these proposals for Parish Councils like Headley is that in order to take on services traditionally delivered by the District or County Council it will need to raise funds through the precept, through increased partnership working, with our neighbouring parishes for example and take full advantage of external funding. Headley, like many other forward thinking Parish Councils is keeping a watching brief at these radical proposals as they make their way through the legislative process and will be looking to you, our residents to help support the Parish Council in shaping our community for the future.
